{"id":1881,"date":"2008-10-18T14:27:03","date_gmt":"2008-10-18T18:27:03","guid":{"rendered":"http:\/\/calleam.com\/WTPF\/?p=1881"},"modified":"2020-01-29T08:46:40","modified_gmt":"2020-01-29T16:46:40","slug":"rural-payments-agency","status":"publish","type":"post","link":"https:\/\/calleam.com\/WTPF\/?p=1881","title":{"rendered":"Rural Payments Agency"},"content":{"rendered":"<p>Following entry is a record in the \u201c<a href=\"http:\/\/calleam.com\/WTPF\/?page_id=3\">Catalogue of Catastrophe<\/a>\u201d &#8211;\u00a0a list of failed and troubled projects from around the world.<\/p>\n<hr \/>\n<p><strong>Department for Environment, Food and Rural Affairs (DEFRA) &#8211; UK<\/strong><br \/>\n<strong>Project name: <\/strong><a href=\"http:\/\/en.wikipedia.org\/wiki\/Single_Payment_Scheme\">Single Payment Scheme<\/a><br \/>\n<strong>Date :<\/strong> Jan-Dec 2006<strong> Cost :<\/strong>$610M USD<\/p>\n<p><strong>Synopsis :<\/strong><br \/>\nFollowing an European Union agreement to standardize subsidy payments to farmers, DEFRA develops systems to enable payments to UK farms.\u00a0 Lack of management and poor decision making cause DEFRA to miss implementation deadline exposing the UK to possibility of significant EU fines.\u00a0 Failure to make payments on schedule leaves farmers without required cash flow resulting in financial hardship.<\/p>\n<p>In the words of Edward Leigh, chairman of the Commons Public Account committee: &#8220;The single payment scheme&#8217;s&#8230;implementation last year to a near-impossible timetable was a masterclass in bad decision-making, poor planning, incomplete testing of IT systems, confused lines of responsibility, scant objective management information and a failure by the management team to face up to the unfolding crisis.&#8221;<\/p>\n<p><strong>Contributing factors as reported in the press:<\/strong><br \/>\nUnderestimation of complexity.\u00a0 Inadequate requirements.\u00a0 Design that was \u201crigid and task based\u201d, and \u201cunsuited\u201d to the agency\u2019s needs.
